Walkthrough
There's a few ways to approach this...
Smuggler's Path
If you gave Dagwa food, talk to her again and the quest will update. If you declined to give her food when she first talks to you, this option won't be available to you.
Forgery
Talk to Lewsam the Gravedigger and accept his Lost head quest.
