Walkthrough
There's a few ways to approach this...
Smuggler's Path
If you gave Dagwa food, talk to her again and the quest will update. If you declined to give her food when she first talks to you, this option won't be available to you.
Forgery
Talk to Lewsam the Gravedigger and accept his Lost head quest. Next, talk to Thome the Scribe in Bayan to get the Scribe's Inkwell quest. Return the inkwell to Thome and he will forge a Writ of Protection for you. Present it to the guards to complete the quest.
