Finglor is the nephew of King Talinor, an orphaned son of (supposedly) martyred Larlandor. Prior to his disappearance, he lived alone in Dalnir's Villa in the Hunters' Quarter of Shadinar. He used to hold a title of Royal Engineer and was responsible for maintaintnance of Ingot Wards. Finding him (by conducting an investigation alongside Shagir) is the Hero's main task during Act II of Shattered Embrace.
In-game
Although Finglor is eventually found inside the Ingot Wards Foundry, his real plans and allegiances remain unclear. It seems he was supporting the court during Talinor's early efforts to reach his former foes in Outworld, as he was permitted by Casbrim to build his own Gate inside the Palace (even though the Chancellor claims he doesn't know it's purpose, to avoid disclosing the state secret) and was working on his own Orb (the Palace knew about it, since Shagir is looking for it after Finglor's demise). At one point, Shagir's own words seem to confirm that early cooperation: the Captain tells the Hero that Finglor was considered a possible messenger to Outworld, before Dar Pha showed up, since only both them were capable of using the Orb of Dalnir to trans-dimensional travel (except Talinor, who vowed not to). However, this explanation is a part of a larger lie (since Dar Pha's is in fact using the Orb of Lorren, while the Orb of Dalnir was taken to the other side by Larlandor thirthy years back, thus being out of Finglor's reach; which is why he decided to build his own Orb). At one point, however, Finglor went rouge; apparently joining the terrorists with his friend Perakir (possibly beacause the anti-Palace policy of the cult went well with Finglor's own discoveries about the Troubles, and various distortions present in the official account).
