Bratya, The Mage, lives south-west of Clovelly. Exit through the south gate and follow the trail to his house where you will find him standing outside. Talk to him to find out that the Scapulari only appear when Yatholen is angered. The conversation triggers "Find The Reason For Yatholen's Anger" and "Investigation" sub-quests.
