Timothy had apparently commisioned you to steal the tome from the library.

He may be found North/Northwest of the entry portal to New Ashos on a bench overlooking a small garden. Look for a flashing blue symbol on your minimap.

To complete the quest, telll him "Don't lift a finger, unless you want me to break it. Where'd you hide the book?" Timothy will confess his buyer was outside the city gates. Head through the eastern path from New Ashos and use the green landmark on your minimap to pick up the lost tome --upon which you will return to David at the University. You will receive 1,000 auras and a modest amount of XP.

Alternatively you can ask him to "Hand it over and I'll forget this ever happened" which will result in him teleporting out, which will result in a quest failure after talking to David.
