He speaks in a very medieval dialect. The Hero responds by acting both confused and later on almost mocking him, stating he is not right in the head, and leaving him alone.
Trivia
Iocus Munduo's overly thick dialect might be a hint back at the original Two Worlds, in which most of the NPC's and the Hero himself, spoke in an almost similar although much lighter dialect. It was often a subject to much mockery from both reviewers and players alike on the internet, as to many, it seemed the voice actors over-did the dialect to the point of being ridicolus.
