Thome the Scribe, is a retired scribe who living in Bayan. If you aren't on the Scribe's Inkwell quest, you can ask him what kind of services he offers, but all he will tell you is that he's been retired for quite a while. If you are, however, and have learned the password for his services (Lewsam the Gravedigger will tell you) he will offer to write you a writ of protection to pass through the gates to Hatmandor.
